John Parks has been serving as the Electricity Markets and Transmission Policy Analyst for the Colorado Energy Office since June 2022. In this role, he is working on a portfolio of projects to ensure that future regional transmission organizations (RTOs) or independent system operators (ISOs) in Colorado meet the statutory requirements of SB21-072, as well as seeking federal funding and establishing programs and studies to increase grid resiliency in Colorado.
Prior to joining the Colorado Energy Office, John completed a Masters in Political Science and certificate in Carbon Management at Colorado State University, where his research focused on the generation portfolio of Colorado’s retail utilities and how they line up for the 2030 goals of reducing greenhouse gas emissions from electricity generation by 80% from 2005 levels. John had previous careers in International Baccalaureate program coordination, secondary education, and guiding international bicycle tours.
